Danglewood 754e14ca71 [BugFix] Fixes to_df() where the date series contains multiple TZ-offsets. (#6099 )

* allow mixed utc offset in a tz-aware date column

* enforce ascending from all providers for price.historical

* fix tests

* add comments and apply treatment to basemodel_from_df before JSON output

OpenBB Polygon Provider

This extension integrates the Polygon data provider into the OpenBB Platform.

Installation

To install the extension:

pip install openbb-polygon
