david 678ee862ea fix(docker): COPY patches/ into every builder stage ...

The lockfile gained patchedDependencies (libsodium-wrappers-sumo) in
2aa1688, and the package manager hashes the patch file during install —
every image build since then fails with ENOENT on /repo/patches. No
image had been rebuilt since, so it surfaced only on the next deploy.
