david e4b2697afd Update governance refs to v2-Module-6 redeployment ...

Module-6 was redeployed with agent-registry v2 baked into
GovernanceConfig (be1a0a2912da180757ed3cd61b56bb8eab0188c19dc3c0e3912d2c01),
producing fresh validator hashes and reference/refs UTxOs. Smoke test
passed end-to-end on Vector testnet (proposal → critique → endorse →
withdraw → adopt all green).
