Will Pfleger	8740a1fa94	docs: clarify two-layer moderation ownership (#6481) ... Clarify how the two moderation layers map to hosted and self-hosted relay deployments. - State that platform safety belongs to whoever operates the relay, with hosted and self-hosted accountability spelled out. - Distinguish the relay/platform operator-and-moderator roster from community owner and admin roles.
