fix(desktop): guard stopped agent startup with authored presence
Show exact-key Online/Away independently of local lifecycle. Replace card Start with presence and guard profile/member/callback startup without inventing Stop authority. Cover rendered controls, keyboard activation and presence transitions.

test(desktop): publish explicit Welcome teammate presence
Keep the onboarding fixture independent of lifecycle bookkeeping. Prove started Welcome agents remain offline until scenario-authored presence, then retain the original kickoff and guidance assertions.

fix(desktop): derive agent availability from relay presence
Keep lifecycle controls separate from online/offline status and report shutdown as a request, not confirmed termination. Model explicit snapshot and authored live presence in browser fixtures while preserving start animation and avatar continuity.
