Retain the standalone repair and its approval, writer-pause and repair-twice requirements. Update its upgrade boundary to main schema 0068 and invitation expansion 0069 without changing executable repair SQL.

Revoke historical legacy candidates and clear examined admission markers
under the deletion/admission locks. Require separate approval before core
deployment and a controlled rollout that prevents new timeout/mute history.
