Fizz f7d93c4be5 ci(mobile): stop building the iOS simulator app twice ...

The native lane ran a full `flutter build ios --simulator --debug`, then
`xcodebuild test` rebuilt Pods and Runner from scratch. Generate the Xcode
config and Pods with `--config-only` instead. The test step still builds and
links Runner for the arm64 simulator, so the ML Kit link regression from
#7646 stays covered.

Also select the mobile lanes when `_ci-clients.yml` changes, so edits to
the mobile CI workflow run the jobs they change.
