Salman Mohammed f1b55d41b6 fix(memory): tighten memory skill guidance

- Use buzz://message links as memory sources so they can be checked
  with `buzz messages thread --link`.
- Treat `buzz mem set` on an existing slug as an edit that needs owner
  approval, and state the `mem/` slug prefix rule.
- Point the no-core onboarding nudge at the buzz-memory skill.
- Restore the general cite-sources rule in Engineering Discipline.
- Drop the repo-root buzz-memory skill links so coding agents working
  in this repo don't route their own memory through `buzz mem`.
- Replace the bundled-skill tuple with a struct and stop listing shared
  skill ancestors twice when setting permissions.
