Elrond 1db56ae638 Merge #8318 (fleet sweeps admit per tenant) into the fence-drop stack ...

Deploy-stack integration of B1 + B2 + #8318 for end-to-end testing.
Conflicts: push.rs keeps B2's removal of the redundant per-test drain
DELETEs; admission tests take #8318's shared admission_fixture, whose
comment and raw fenced-insert witness are updated for the post-0061 schema.
