Jordan Mecom c94c7128dd Derive conversation resource labels from verified source facts ...

Keep all conversation members in resource labels while deriving execution audiences through the same classification. Document policy equality separately from conversation and epoch lifecycle, cover requester authority and duplicate effects, and remove unused serialization support.
