Logan Johnson 7618454659 fix(deps): bump ctutils to 0.4.5 for RUSTSEC-2026-0385

cargo-deny fails every Rust CI run since RUSTSEC-2026-0385 was published:
ctutils before 0.4.4 can branch on secret values in its mask generation
and u128 comparisons. Update it in the root and desktop lockfiles.
