Brad Seiler 1ac1ad5c9a fix: fence discovery snapshots against newer publications ...

Capture the relay-authored coordinate heads before channel state, require the same heads under the replacement lock, and recapture after a competing publication. Preserve the writer-locked member roster path. Add controlled concurrency and database precondition regressions.
