Duncan 111bc91de5 Merge remote-tracking branch 'origin/main' into duncan/permission-policy

Resolve a semantic merge conflict: main's #5112 (30178 team catalog) added
`team_catalog_source` and new AgentDefinition test constructors, while this
branch added `permission_policy`. Neither side's new struct literals carried
the other field, so the textual merge compiled cleanly on each parent but not
on the union. Add the missing field to every affected literal (permission_policy
is local-only and never published, so adopted/foreign personas resolve to None),
and reclaim one line in agent_models_tests.rs to hold the file-size ratchet.
