Duncan 18bdeec8e6 test(readStateManager): consolidate suite 6929 → 3785 lines via harness + table-driven mirrors 
Same 88 behavioral witnesses, same mutation coverage. All 100 tests pass.
Zero production-file changes; no sibling test files touched.

Approach:
- Shared scenario harness (makeFakeTimers, makeFakeRelay, makeFenceHandle,
  makeLocalStorage, wireDrainCallback) replaces 82 per-test manager
  constructions
- Table-driven mirror pairs collapse drain_crashAfter* read/unread symmetric
  pairs and incomplete-verdict cases into parameterized test() rows
- Comment pruning: one-line intent header retained per test; narrated
  step-by-step comments removed
