Bradley Axen 19da895012 feat: tag agent messages with an explicit audience ...

buzz messages send now requires --audience agents|everyone and signs it
into the event. Desktop collapses audience=agents messages to a single
short row (avatar, name, preview, time) that expands on click, and
leaves them out of unread counts, notifications, and the inbox.
