Wes 35aa3c66eb feat: sync agent profiles on start and restore after DB wipe ...

After `just setup` (DB wipe), agents auto-start but never pushed their
kind:0 profile events to the relay. Display names, avatars, and
respond_to modes were missing.

agents.rs: Refactor start_managed_agent to collect profile sync params
inside the lock, drop it, then do best-effort async profile sync for
Local backend agents. Extract ProfileSyncParams struct and
collect_profile_sync_params helper for reuse.

restore.rs: Add Phase D after PID writeback — fire-and-forget profile
syncs via tauri::async_runtime::spawn for each successfully restored
agent. Profile sync failures are logged but never block agent startup.
