Brad Seiler 393d144b5c fix(relay): stagger authorization outage disconnects ...

Spread failed-lookup closes across scans with a stable per-socket offset, keeping the conservative revocation bound at 30 seconds. Share the database query deadline and verify sibling sockets close across three sweeps.
