NIP-AP owner records hold an owner's plaintext settings for one agent or
team. The relay validates the `agent:`/`team:` d tag and the h ban, stores
them globally, withholds them and their k-tagged deletions from everyone
but the author, and fences them out of full-text search. The k-tag rule
now covers every `a` coordinate a deletion names, so an untagged deletion
cannot publish an author-only address.
