Duncan e03a319029 feat(relay): accept kind:44300 instructions versions ...

Implements the relay side of the NIP-AP instructions-versions contract: owner-only global storage, envelope validation, per-subject #t selection before LIMIT, and query-time search exclusion. Kind-5 deletion privacy comes from the generic AUTHOR_ONLY_KINDS fix.
