A REQ whose single filter has "artifact":"sync" now gets the complete set of matching heads from one snapshot, then EOSE, then the current head of each later change. Fan-out never sends the published event to a sync; it only marks the d as changed, and the sync task reads the head. Any possible loss ends the sync with CLOSED "resync: ...": Redis link epoch change, broadcast lag, a full send queue, a redaction, or a change in channel access. A failed publish of a kind that syncs consume is retried. NIP-11 advertises sync and the head mode.
