seiler 85f08b9692 fix(db): order invitation expansion after channel join roles ...

Keep main migration 0067 intact and move the unpublished invitation expansion to 0068. Exercise populated upgrades from complete main through 0067, retaining guest channel admission policy on both schema paths.
