Luke Tornquist 6eb83c0e01 fix(test): pass relay_keypair to add_relay_member in ban-matrix tests ...

Main (#8482) added a relay_keypair parameter to Db::add_relay_member.
The merge in 60df78770 kept three ban-matrix test call sites at four
arguments, so the buzz-relay lib tests did not compile. Pass a
generated key, as the other tests do.
