Brad Seiler d364f7c5f6 fix(relay): preserve token-owner admission during revalidation ...

Keep NIP-FI owner delegation independent of the NIP-OA flag. Adapt membership fixtures and session identities to current main, and cover final admission through owner removal for both socket routes.
