am 7db92b7d93 fix: isolate finite websocket window work from shared handler capacity ...

Bound in-flight finite delivery by process, community, and principal before the shared handler permit. Preserve live queue headroom under concurrent finite senders and restore the terminal EOSE failure fixture.
