Logan Johnson 8d192eae48 feat(acp): deliver durable workflow messages ...

Drive the existing ACP lifecycle through the fenced delivery API and verify
only signed public authority artifacts before dispatch. Keep wake events
identifier-only and preserve the signed workflow owner as the admission
principal.
