A kind:9007 may name initial members with `p` tags. They are added in the create's transaction, each checked against the channel-add policy a kind:9000 uses, and announced with the same member_joined notice and member-added notification. A client can then start a chat with its agents as two writes: the create, then the first message once the create is OK. Resending a create whose OK was lost is now accepted as a duplicate when that exact event is already stored. Any other create for an existing UUID, including a changed one from its creator, is refused before storage, so it never re-runs the create's side effects.
