Elrond 96824a56c6 feat(relay): time post-metrics-bind startup steps ...

Every startup step from Postgres connect through public listener bind now
logs its phase, elapsed_ms and outcome and sets two phase-labelled gauges:
buzz_startup_phase_current (1 while running) and buzz_startup_phase_seconds
(finished duration). The NIP-43 startup reconcile logs progress every 5,000
communities. No behavior change.

The early lifecycle phases stay log-only; the chart README contract and the
boot_lifecycle guard now name the post-bind gauges as the only startup
metric families.
