Let people publish reusable relay-backed instructions, assign them to managed agents from a compact configuration flow, and load verified instruction covers into standing context while keeping full content available on demand. Ship the UI behind the default-off Shared instructions experiment without discarding stored assignments when the experiment is disabled.
