Luke Tornquist c16538dced Merge origin/main 2c28e071 into BUZZ-268; renumber invite migration to 0075 ...

Main's #8632 took 0074 for user deletion fences, so the invitation
migration moves to 0075 (byte-identical). Upgrade fixtures now start at
pinned main through 0074, the migrator test expects 75 contiguous
versions with the invite assertions at index 74, and both TESTING.md
files name 0075.
