A REQ such as {kinds:[39000], #t:[<label>], limit:n} read the newest n
group-state events and matched tags afterwards, so it could return few or
no channels while older matches existed. For filters whose kinds are all
group-state kinds (39000-39003), #t and #P values now reach SQL as a
JSONB containment candidate filter. The NIP-01 post-filter still decides
each event, and COUNT keeps post-filtering because containment can
over-match.
