Replace prettier-ignore with biome-ignore format: on the three table-driven
const arrays (resolveEffectiveTimestamp, applyRemoteContextTimestamp,
lapseBeforeEoseCases). Prettier-ignore is a no-op under Biome; Biome was
re-expanding multi-line object rows. Compact rows to one object per line.

Also simplify the resolveEffectiveTimestamp loop header from a 5-field
destructure (too wide at 80 chars) to for (const row of ...) with row.prop
access, matching the existing applyRemoteContextTimestamp pattern.

No assertions deleted. All 57 named tests preserved. 2469 -> 2362 (-107).
