Logan Johnson bfc63c1228 feat(sdk,cli): create and list system channels ...

buzz channels create --type system creates a system channel (private
unless --visibility open). buzz channels list --system lists only system
channels by sending the #t:["system"] opt-in; with --member it lists the
system channels the current identity belongs to. --system cannot be
combined with --label, because a relay matches either #t value.

The SDK's build_create_channel already takes ChannelKind::System; a test
now covers it. The CLI README shows both commands.
