Matt Toohey d220d5d3d8 refactor(desktop): split the Project Canvas package test module

tests.rs had grown to 1249 lines, over the 1000-line repository ceiling
the differential file-size gate enforces. Split it along the seams that
were already there as section comments, keeping the shared fixtures in
the parent module:

- packaging: activation, the bundled template, validation, byte limits
- containment: what the host serves and refuses — declared-script
  bootstrap, capability gating, path containment, CSP, navigation, ipc
- avatars: the `__buzz/avatar/<pubkey>` route

All 42 tests move unchanged; only the import paths differ.
