Native steering sent an empty <new-message-arrived-while-you-were-working>
section, a sibling <buzz-event>, and trailing guidance. Render the guidance
inside a <steering> section followed by the single <buzz-event>, describe
both steering formats in the incoming-turn contract, and teach the desktop
session transcript to parse the new section so the steer message still
renders.
