Brain e4db7b376a chore(desktop): satisfy file-size ratchet for review-fix growth

- Extract retention.rs inline test module to retention/tests.rs
  (1155 -> 545 lines).
- Extract the tombstone/signature-gate/rehydration regressions from
  inbound_tests.rs into inbound_security_tests.rs (1302 -> 967 lines).
- Trim two doc-comment lines in app_state.rs (1080 -> 1079, its exact
  ratchet allowance).

Test code moves verbatim; no behavior change.
