Duncan fe760acd18 fix(relay): reject before_id cursors on WS COUNT and HTTP /count ...

nostr: :Filter drops before_id, so COUNT silently ignored malformed or until-less cursors that REQ and /query reject. COUNT has no page to resume, so any before_id is now rejected on both entry points.
