Release-please cannot process the already-merged, untagged release PR #943. This adds an explicit workflow dispatch path for publishing a supplied tag or commit while preserving the normal push-driven release flow, and restores the 0.64.2 release metadata for the recovery tag. After merge, I will create `v0.64.2` at this commit and dispatch the publish workflow for that tag. Validation: - ESLint - Prettier - TypeScript build - Vitest: 684 passed, 20 skipped
