npm may accept a package before the registry update stage can run, and repeating the workflow would attempt to republish the same immutable version. Add an opt-out for npm publishing on manual dispatch so the repository GitHub App can safely retry only the registry update. The default remains `true`, preserving the normal manual release path. Validation: Prettier workflow check.
