3e071fcc2c fix(mcp): support stdio transport on Windows (#7596) 
Windows asyncio event loops do not implement add_signal_handler, causing the stdio server to exit before serving requests. Treat signal registration as optional and cover the unsupported-loop path with a regression test.

* bump minimum version of fastapi to get starlette > 1

* fix test fixture broken by newer version of vitest

* need to pin fastapi until breaking changes in 0.137 can be dealt with
