fix(desktop): drop the superfluous starter-agent dialog subtitle

"Review this starter agent and adjust it as needed." added nothing the
"New {template}" title didn't already say. Template drafts now carry a
blank description; the dialog keeps the description node sr-only so the
Radix dialog stays labelled for screen readers.
