test(relay): build the cross-pod open-set test state with the renamed helper

main does not compile its relay lib tests: #8676 renamed
test_state_with_database_url to test_state_with_unreachable_database_url,
and #8670 added two new calls to the old name in state.rs postgres_tests.
These tests need a real database, so they now use
test_state_with_database_url_and_pool_options with default pool options.
