test(mobile): fail mobile-dev recipe test without DeviceHub support

The recipe test stubbed pgrep to succeed for every process, so mobile-dev
skipped its launch branch and removing DeviceHub support left it green.
Report only DeviceHub as running and make open fail, so the recipe reaches
Flutter only if it recognizes DeviceHub.
