chore: establish Janet isolated-turn prototype branch

No-op preservation canary for the upcoming harness-agnostic Janet
isolated-turn prototype. This commit deliberately changes nothing: its
tree is identical to its parent, and it includes no product code,
build, install, pull request, or Janet data/runtime change.

The branch is cut from the current canonical main head so the
authorized implementation can land on a dedicated, preserved base
without reusing any prior task worktree.
