mesh: accept all four mesh-llm default public relays

MESH_LLM_DEFAULT_RELAYS drifted from mesh-llm's actual
RelayPolicy::DefaultPublic set (crates/mesh-llm-host-runtime/src/mesh/
connections.rs in v0.75.1): euc1-1 and use1-1 were missing. A stock
serving node advertises its nearest relay, so a US-East or EU member's
only relay transport was stripped by transport policy and cross-machine
mesh convergence silently depended on direct QUIC.

Verified: mesh_llm::transport_policy tests pass (8/8), including
default_mode_accepts_meshllm_default_relays.
