ci(mobile): run mobile lanes when the mobile CI workflow changes

Select the mobile lanes when `_ci-clients.yml` changes, so edits to the
mobile CI workflow run the jobs they change.

The native-lane build dedup this branch originally carried landed on
main in #8397.
